7th German-Arab Education and Vocational Training Forum
The 7th Arab-German Education and Vocational Training Forum (Berlin, October 05/06) was jointly organized by the Ghorfa Arab-German Chamber of Commerce and Industry and iMOVE at the Federal Institute for Vocational Education and Training (BIBB) under the auspices of the German Federal Minister of Education and Research. The event focused on vocational education and training (VET) projects of the energy and tourism sector as well as on higher education. Special emphasis was placed on the attractiveness of VET and on how to find jobs for young graduates. The main objective of the meeting was again to facilitate networking opportunities for Arab and German expert participants. The Center for Iraq Studies (CIS) has participated in this forum with a delegation of 34 guest Iraqi professors from the Universities of Baghdad, Duhok, Kufa, Mustansiriya, Muthanna, Qadisiya, Salahaddin, Sulaimani and Zakho, who were trainees in the 2016 Fall Intensive Course of the Center. Prof. Bahadir, the CIS-Director, delivered a lecture on “Co-operative Bachelor’s degree programs – how to implement them in Arab countries?” on the Session 4 “Higher Education in Cooperation with Vocational Education” of the Forum.

Two CIS Ph.D. Graduates on the Doctoral Hooding Ceremony of the Faculty of Humanities, Social Sciences and Theology of the Friedrich-Alexander-University
Mr. Mahmood Mahmood Ali Barzani from the College of Administration and Economics of the Salahaddin University Hawler, and Ms. Huda Mohammed Saleem Muhi Al-Sahrawardee, former administrator at the presidency of the Mustansiriya University, both full-time Ph.D. student at the CIS, have successfully completed their doctoral studies in 2015 and were awarded their Ph.D. certificates on the Doctoral Hooding Ceremony of the Philosophical Faculty of the Friedrich-Alexander-University of Erlangen-Nürnberg on February 5, 2016. The doctoral dissertation of Mr. Barzani is titled: “Foreign Direct Investment (FDI) Promotion Policies of the Kurdistan Regional Government (KRG) – a Critical Appraisal” and that of Ms. Al-Sahrawardee: “Reforming the Agricultural Cooperative Bank of Iraq (ACB)”. 2015 – January 14/15 – Doha
Arab-German Relations Conference
Prof. Bahadir, Director of the CIS, was invited speaker at the Arab-German Relations Conference in Doha, Qatar, on 14/15 January, 2015. The Conference was organized by the Forum of Arab and International Relations with expert speakers from Germany and the Arab World who delivered lectures on the various aspects of the German-Arab relations. The focus was on the society in Germany itself and the impact of over five million members of Muslim minority on Germany’s relations with the countries of origin of Islam. Prof. Bahadir delivered a lecture on “The Development of the German-Iraqi Relations since the Third Gulf War” at Session II of the Conference.
2015 – September 24/26 – Bochum
22nd International Congress of Contemporary Research on the Middle East (DAVO Congress)
A delegation of 32 trainees of the 2015 Fall Intensive Training Course of the CIS and seven research associates of the Center attended the 22nd International Congress of Contemporary Research on the Middle East (DAVO-Congress) at the University of Bochum from September 24 to 26. The CIS contributed to this congress with a closed session on “Economic Development in the Kurdistan Region of Iraq” (Chair: Prof. Bahadir) with following papers: 1. Simone Karlstetter (Erlangen): “Progress in Times of Turmoil? Socio-economic Development in the Kurdistan Region of Iraq 2003-2015”, 2. Samir Kheir (Erlangen): “Growth Diagnostics in Iraqi Kurdistan. What are the Most Binding Constraints to Private Sector Development in the Middle East’s New Emerging Economic Hub”, 3. Robert Selle (Erlangen): “Business Development Centers. A Case Study in the Iraqi Kurdistan Region”, and 4. Bahzad Taher Salim (Erbil): Financial Conditions of Starting a Small Business in Iraqi Kurdistan and Sweden in Comparison”.

4th Business Forum Iraq. Chances within an investing economy
The Fourth Business Forum Iraq was held at the Nuremberg Chamber of Commerce and Industry on May 19-20, 2014. The conference was organized by the Euro-Mediterranean Association for Cooperation and Development (EMA) under the auspices of H.E. Dr. Hussain Mahmoud Fadhlalla Alkhateeb, Ambassador of the Republic of Iraq in Berlin, and in cooperation with the Center for Iraq Studies (CIS). The conference provided a forum for exploring cooperation potentials among German and Iraqi business representatives and administrators. The CIS was represented with a delegation of 20 Iraqi economists and 10 staff members. Prof. Dr. Sefik Alp Bahadir, head of the CIS, commented on the situation of Iraq from a scientific perspective. Subsequently, he was awarded the honorary membership of EMA for his decades-long effort for strengthening the German-Arab relations.

Workshop-Conference on Realistic Peace and Turbulent Transitions in conjunction with the First Annual Meeting of the International Consortium for Research on Violence
The Universidad del Rosario and the Felsberg Institute for Education and Academic Research (FIBW) jointly organized the Workshop-Conference on Realistic Peace and Turbulent Transitions which took place in conjunction with the First Annual Meeting of the International Consortium for Research on Violence (ICRoV) (bitte Link zur Startseite, “Quick Links” / “ICRoV”), which is currently focusing on the country case study of Iraq. Conference topics were: Demobilization of combatants and disintegration of networks of crime; Transitional Justice; Reconciliation, and Economic reconstruction and problems of peace and economic progress (see Conference Proceedings below). As a founding member of the ICRoV, Prof. Bahadir delivered a powerpoint-presentation on “Economic Dimensions of Violence and Civil Conflict in Iraq” (see the link below) and moderated a workshop on “Economic reconstruction in Iraq”. The conference program also included an excursion to the “Peace Center” for demobilized FARC combatants in Cajica run by the Colombian Agency for Reintegration (ACR).

The First Official Visit of the Iraqi Cultural Attaché in Berlin, Dr. Abdulsalam Ali Hussein Aljammas, at the University of Erlangen-Nürnberg
On invitation of the Center for Iraq Studies (CIS), the newly appointed Iraqi Cultural Attaché in Berlin, Dr. Abdulsalam Ali Hussein Aljammas, visited the Friedrich Alexander University Erlangen-Nürnberg (FAU) on August 14, 2014. After a reception by the President of the FAU, Prof. Dr. Karl-Dieter Grüske, he joined a lunch and was given the opportunity to meet with Iraqi students and scientists at the FAU. Thereafter, he joined the Iraqi trainees of the Higher Education Faculty & Staff Training Program – Summer Course 2014 attending a lecture on the Bavarian Virtual University. He also delivered a speech to the trainees. Finally, after a power-point presentation of the CIS activities by the CIS Director, Prof. Bahadir, and a short visit to the CIS premises in Tennenlohe, he left Erlangen.

Iraq Economic Forum
This conference was organized by the Iraqi Economists Network at the Holiday Inn Dunes in Beirut as a gathering of high ranking current and former Iraqi administrators and Iraqi academics mostly residents in Europa and the USA. Participants included Adil Abdul Mahdi, Former Minister of Finance; Dr. Sinan Al-Shibibi, Former Governor of the Central Bank of Iraq; Mehdi Ismael Al-Allak, Deputy Minister of Planning; Dr. Hassan Al-Janabi, Iraqi Ambassador to the UN Food and Agriculture Organization (FAO); and Tariq Shafiq, Former Vice President and Executive Director of the Iraq National Oil Company (INOC). The main aim of the gathering was, however, the mobilization of Iraqi experts and professionals living outside the country for promoting the transfer of know-how and expertise through networking with Iraqi economists inside Iraq, and through initiating joint research and capacity building projects. Major issues of Iraqi economy were dealt with and a number of recommendations were agreed upon (see AGENDA). Prof. Bahadir of the CIS, the only non-Iraqi participant, delivered a speech on “The Quest for Further Steps in German-Iraqi Academic Partnership”.

Iraqi Young Leaders Academy
The SEDI program (Sustainable Economic Development in Iraq) of the German Agency for International Cooperation GIZ organized in cooperation with the Women Empowerment Organization (WEO), an NGO in Erbil, a two days event in Erbil on May 18-19, 2013, which was aimed at strengthening leadership qualities of young Iraqi professionals. 25 young leaders were selected by SEDI and WEO to participate in the academy, most of them representing governmental institutions from the Kurdistan Region of Iraq and the central government of Iraq. The first day of the academy was dedicated to lectures and instruction sessions on different topics of the concept of social market economy, whereas on the second day two workshops on the role of leadership in the economic growth and social change of countries in transition were organized. Prof. Bahadir of the CIS delivered a lecture on “How to secure the sustainability of economic growth in Iraq?” (see below) on the first day and acted as a workshop instructor on the second.

The 3rd Hamburg Business Forum Iraq – Benefiting from Strong Economic Growth
The Third Hamburg Business Forum was held at the Steigenberger Hotel Hamburg on June 17, 2013, by the Euro-Mediterranean Association for Cooperation and Development (EMA) under the auspices of H.E. Dr. Hussain Mahmoud Fadhlalla Alkhateeb, Ambassador of the Republic of Iraq in Berlin, and in cooperation with the Center for Iraq Studies (CIS). The conference provided a forum for exploring cooperation potentials among over 100 German and Iraqi business representatives and administrators, H.E. Mohammed Abdullah Zain, vice minister of industry of the Republic of Iraq. Prof. Bahadir of the CIS delivered a speech on “How to secure the sustainability of economic growth in Iraq” in the Session 1 “Economic and Legal Framework for Business Activities in Iraq” and was the chairman of the Session 3 “Strategic Projects in Transportation, Logistics & Industry”.

5th German-Arab Education and Vocational Training Forum
The 5th Arab-German Education and Vocational Training Forum was organized by iMOVE, Ghorfa and the Didacta Association under the auspices of the German Federal Ministry of Education and Research. It provided a highly useful platform for the international exchange in partnership regarding all questions ranging from technical and vocational training to university education. The focus was on vocational training and continuing education which in many countries is perceived as a central instrument in solving the most pressing employment problems. The discussion focused in particular on the change regarding the social status of vocational education and training, the necessity of attractive income levels, the combination of vocational training and employment and impediments in vocational education and training for women.
The Center for Iraq Studies (CIS) has participated in this forum with a delegation of 16 guest Iraqi professors from the Universities of Baghdad, Babylon, Diyala, Kerbela, Mustansiriya, and Mosul, who were trainees in the Winter Course of the Higher Education Faculty & Staff Training program of the Center. They were the majority of the foreign participants of the forum from 11 countries.

CIS Delegation at the Kurdistan Parliament – Iraq
A delegation of the Center for Iraq Studies (CIS), comprised of the CIS-coordinator Rainer Neusser, M.A., research assistant Dipl.-Pol. Thomas Jakob, Ph.D. student Mahmood Barzani, and M.A. student Oliver Streit, visited the Kurdistan Parliament in Erbil on August 30, 2012. The delegation was hosted by the Deputy Speaker of the Kurdistan Parliament, Dr. Hassan Mohammed Sura, for a lengthy discussion on the recent economic and political developments in the Federal Region of Kurdistan. The members of the CIS delegation could inform the Deputy Speaker on the academic exchange activities and on some research projects of the Center of Iraq Studies including their own. The visit at the parliament was part of a research stay of the CIS staff at the College of Administration & Economics of the Salahaddin University Hawler which is one of the Iraqi partner universities of the CIS and a favorite host for its scholars conducting field research in Iraq.

2nd Iraqi-German Business Forum
This second German-Iraqi Business Forum was organized by Ghorfa. Arab-German Chamber of Commerce and Industry e.V. and Embassy of the Republic of Iraq in Berlin, and has been held on September 24-25, 2012, at The Ritz-Carlton Hotel Berlin under the auspices of H.E. Nouri al-Maliki, Prime Minister of the Republic of Iraq, and in the presence of H.E. Rowsch Nuri Shaways, Vice Prime Minister of the Republic of Iraq in charge of economic affairs who headed more than 200 delegates from Iraq. Invited delegates from CIS were also present with Prof. Dr. S.A. Bahadir delivering a speech in the Session 4 “Business and Cooperation Opportunities in the Sectors Health, Education and Vocational Training” on “The Quest for Further Steps in German-Iraqi Academic Partnership”.

The Sustainable Economic Development in Iraq (SEDI). Public Private Development Dialogue: Towards a Social Market Economy in Iraq
On behalf of the German Ministry for Economic Cooperation and Development (MBZ) and in cooperation with the Iraqi Ministry of Planning (MoP), the German Agency for International Cooperation (GIZ) is running a medium-term development program to promote “Sustainable Economic Development in Iraq” (SEDI). This conference, organized by the GIZ in cooperation with the Iraqi Ministries of Planning (MoP) and Higher Education and Scientific Research (MoHESR) on October 16-17, 2012, in Erbil, aimed at strengthening the understanding of the various counterparts in what is actually meant with the concept of “Social Market Economy” in three different sectors: Block 1: Financial Market Development; Block 2: Employment and the Iraqi Labour Market; and Block 3: Perspectives for Small and Medium Enterprises. As a consultant to the GIZ, Prof. Dr. S.A. Bahadir of the CIS delivered the keynote speech to the Block 1: “Financial Liberalization, Institutional Environment and Banking Fragility in a Social Market Economy Perspective”.

4th Arab-German Education and Vocational Training Forum
The Ghorfa, Arab-German Chamber of Commerce and Industry, and iMOVE, an initiative of the Federal Ministry of Education and Research, hosted the 4th Arab-German Education and Vocational Training Forum in Berlin. The conference has been held under the auspices and in the presence of H.E. Prof. Dr. Annette Schavan, Federal Minister of Education and Research. This year, the topics “Transfer of Education Frameworks” and the “Transition from School to Work” were discussed. As an invited speaker, Prof. Dr. Sefik Alp Bahadir delivered a speech on Session 1 titled “Erlangen Center for Iraq Studies (CIS) – a Bridge for German-Iraqi Academic Exchange and Cooperation”.

Academic visit of a delegation of the College of Law, University of Kirkuk
Two distinguished faculty members of the College of Law, University of Kirkuk, visited the Center for Iraq Studies (CIS) from 12 to 15 July 2011 as part of a four weeks fact-finding mission in Germany in the field of Human Rights. Talks with the newly established professorship for Human Rights in Erlangen and a guided tour of the Documentation Centre Nazi Party Rally Grounds in Nürnberg were the highlights of this visit. The intensive talks on the perspectives of future cooperation in the field of Human Rights among Asst.-Prof. Dr. Fareed Jasim Hammood Al-Qaysi, Asst.-Prof. Dr. Fekrat R. Shafek and the CIS-Director Prof. Bahadir were the initial steps which resulted in the establishment of the “International Consortium for Research on Violence (ICRoV)” on 11 Dec 2013 in Erbil, Kurdistan Region, Iraq.

Middle East Economic Association (MEEA) Conference in Istanbul
The Center for Iraq Studies participated at the Middle East Economic Association (MEEA) Conference in Istanbul with a closed panel on „Issues of the Reconstruction and Development of Iraq“. Four Iraqi scholarship holders presented their research articles in this session.

World Congress for Middle Eastern Studies (WOCMES)
The World Congress for Middle Eastern Studies (WOCMES) is the most prominent forum of scientists from all disciplines with interest in Middle East worldwide. In the Barcelona meeting with more than 1200 attendants, the CIS organized a Closed Session on Issues of the Reconstruction and Development in Iraq with research paper presentations of four Iraqi scholars of the Center. The session enjoyed a great number of attendants.

2nd German-Arab Education and Vocational Training Forum
Professor Sefik Alp Bahadir, the director of the Center for Iraq Studies (CIS), has been invited by the Arab-German Chamber of Commerce and Industry (Ghorfa) to act as the chair of the first session on „Education Initiatives in the Arab World – Vision for the Future“. The aim of this Forum was to discuss the actual situation of the educational systems in the Arab countries and further cooperation opportunities between Germany and the Arab World.

Excursion to Hamburg in conjunction with the Hamburg Business Panel Iraq
The Hamburg Business Panel serves as a forum for business representatives and academics with research and business interests in Iraq. Recent political and economic developments and investment opportunities in Iraq are the focus of presentations and discussions on annual meetings. On this years’ panel, three research fellows of the CIS have delivered papers. The German-Iraqi academic cooperation was also one of the topics of the Meeting. CIS Scholars and staff has taken this occasion to organize an excursion to Hamburg with visits of one of the leading Middle East research institutes in Germany and a leading business enterprise located in the town.

First Iraqi-German Universities’ Network Conference
Symposium on “Resource Management in the Development of Iraq”
The DAAD sponsored Conference aimed at enhancing the network of the five Partnership Programs that are part of the German-Iraqi University Partnerships scheme: the University of Erlangen-Nuremberg, the Technical University Berlin, the Technical University Dortmund, and the Technical University Bergakademie Freiberg, as well as a number of leading Iraqi Universities, including the University of Baghdad, the University of Al-Mustansiriya, the University of Salahaddin, and the University of Dohuk. The Conference commenced with presentations of interim reports of the five individual Partnership Programs and the evaluation of their achievements since the start of the DAAD Partnership Program. Thereafter, the role of Resource Management in the Development of Iraq was discussed in five sessions which focused on different dimensions of the issue according to disciplinary orientations of the five Partnership Programs.
